Family Service has our in-house leadership team as well as our board of directors.

Mary E. Garr

President and CEO

Mary Garr is an experienced leader with three decades of diverse roles in several industries, including healthcare, city management, and the military, both as a CEO and COO. As CEO of Family Service, Mary is responsible for the day-to-day management and operations of Family Service and for leading her teams to collaboratively work to improve the health of our community by addressing challenges and adversity in peoples’ lives. Mary has a bachelor’s degree in Foreign Service from Georgetown University, and master’s degrees in Health Administration from Baylor University and Strategic Studies from the U.S. Army War College. She has been actively engaged in the San Antonio community for a number of years, both in her military service and in her volunteer service in several organizations and serving on various nonprofit boards and committees. She has been with Family Service since 2018.

Mylinda Swierc

Senior Vice President Quality & Systems

Mylinda has over 30 years of experience working in the human service field. She has been with the Family Service since 1994. As Senior Vice President of Quality and Systems supports agency programs through information systems, facilities, evaluation, and human resources. Her central role is providing strategic direction for the provision of quality services through an integrated service model, internally and through community partnerships. She has a Bachelor’s and a Master’s degree in Sociology from Southwest Texas State University. Her husband, David, has worked for H-E-B for over 30 years and currently provides project management within their facilities department. They have one son.

Richard Davidson

Chief Operating Officer

Richard is a Bio-Cultural Anthropologist with 25 years of experience working in the nonprofit sector in finance, program development, implementation, and evaluation as well as government contracting. He holds a dual Bachelor’s Degree in Anthropology and History from the University of Texas at San Antonio. He joined the agency in February 2006. As Chief Operating Officer, he is responsible for providing leadership, support, and vision to ensure the agency has appropriate operational controls, administrative and reporting procedures, and people in place to effectively grow the organization and to ensure financial strength and operating efficiency. He has been the life-long mentor to 9 boys and 4 girls from San Antonio’s rural Southside community.

Hector Perez Luevano

Controller

Hector has more than 25 years of progressively responsible experience as a Controller and Accounting Manager in a variety of industries, including consulting, telecommunications, electronics, automotive, and financial services. He holds a Bachelor’s Degree in Accounting with specialization in Audit from Instituto Tecnologico de Ciudad Juárez. He has earned a Six Sigma Green Belt. Hector has worked in the nonprofit sector for 9 years and joined the agency in February 2016. He is responsible for aligning the agency’s financial operations with appropriate accounting reporting systems, budgeting, and financial forecasting models to ensure the financial and operating efficiency of the agency. He has two sons and one daughter.

Christopher J. Rodriguez

Chief Learning Officer

Christopher J. (CJ) Rodriguez is a seasoned professional with over 20 years of experience in strategic consultation, human resources, and organizational development across a spectrum of industries, notably healthcare and non-profits. Currently serving as the Chief Learning Officer for Family Service, Chris leads the supervision, capacity building, and professional development efforts of the agency’s programs. His focus is on enhancing client outcomes while addressing the social determinants of health within our communities.
In addition to his role at Family Service, Chris is actively engaged in community-focused professional groups and contributes his expertise to various boards.

Chris holds a degree in Human Resources with a concentration in Organizational Development and Business Administration from the University of the Incarnate Word. Committed to leveraging his skills for community fortification, he is dedicated to contributing to a stronger society for future generations and his family.

Family Service’s Board of Directors is comprised of volunteers from both the business sector and the local communities we serve.

Their commitment to our mission of hope, dedication, and giving ensures that the needs of families are met.

The board can sit for two 3-year terms, at which point a new board member is elected. Each of our board members sit on one of our committees: executive & governance, finance & audit, program evaluation, board engagement, board recruitment, communications, talent management and technology.
