This three-day workshop will taught participants how to enhance and expand their organization’s work and services to meet the needs of San Antonio residents.

Topics included:

• Planning for your organization in challenging times
• Financial literacy programming options for your community
• Financial management for a stable future
• Employment programs that work
• Serving youth for strong futures

Participants are eligible to apply for up to $20,000 in funding if the organization is:
 

A small community and/or faith based organization with a budget of less than $500,000

Serving families, or willing to serve families, in the following zip codes:
   78201, 78210, 78211, 78221, 78223, 78227, 78242, 78207, 78228, 78237

Request for Proposals

Eligibility Questions & Answers:

Q - Do you need to have attended the Bidders’ Conference on January 29, 2010 in order to apply for a sub-grant?

A - No, attendance at the Bidders’ Conference was not required.  Your organization, however, must meet the eligibility criteria outlined in section III of the RFP application.

Q - What happens if your organization does not have a Board of Directors?

A - It is most important that the leadership of your organization be made aware of and support your RFP application, and that a member of your organization’s leadership sign off on the application in place of a Board member.

Q – What are the eligibility parameters for having received federal funding?

A - The organization must not have received direct federal funding over $100,000 within the organization’s last three fiscal years.

Q - As part of our request for funding may our request include renewal of an annual subscription for a software program previously purchased? 

A - Yes, this is capacity building; however, we suggest that you request funding for establishing a participant data collection and evaluation system for (include purpose).  This requires purchasing a software subscription for $2,400 and staff training for $ (insert amount). You may also request funding for only one year.

Q - How does Family Service Association know if an organization is legitimate if they do not have to be a 501(c)3?

A – This is one of the purposes of a site visit – to confirm the legitimacy of an organization’s application.

 Q - What is the expectation of the organization in regards to Section IV, B, which states that he organization must conduct a Board Retreat?  Our organization just conducted a multiple day retreat for Board members in January 2010. 

A – For those organizations who do have an established Board the retreat can be as multifaceted as the organization desires.  It can be from a couple of hours to a couple of days depending on the objective/goal of the gathering.  Typically involves professional/leadership development of the Board members.

Q – Can an organization’s project include a fundraising event if it is not to initiate an event, but is rather to help with expenses for an annual event.

A - Diversifying funding sources is an important part of increasing your organization's capacity, however, using CCF funds for direct fundraising activity is a violation of Federal regulation: "costs of organized fund raising, including financial campaigns, endowment drives, solicitation of gifts and bequests, and similar expenses incurred solely to raise capital or obtain contributions are unallowable (OMB Circulars A-122, A-21, A-87)." Adherence to this regulation is mandated in 45 CFR 74.27. Organizations should also refer to the Dept of Health & Human Services Guidance for Compassion Capital Fund – Grantees and Partners Concerning Religious Progamming.

Q – We are a faith-based organization and are having a difficult time developing a program that is separate and distinct from other programs and without religious content. 

A - The United States Supreme Court has said that faith-based organizations may not use direct government support to support "inherently religious" activities. Basically, it means you can not use any part of a direct Federal grant to fund religious worship, instruction, or proselytization. Instead, organizations may use government money only to support the non-religious social services that they provide. Therefore, faith-based organizations that receive direct governmental funds should take steps to separate, in time or location, their inherently religious activities from the government-funded services that they offer.  Such organizations should also carefully account for their use of all government money. This does not mean your organization can't have religious activities. It simply means you can't use taxpayer dollars to fund them.

Q - What are the project period dates?

A – The project period runs from March 27 (day after contracts are due) thru August 31, 2010.  Reporting due date will be some time in September; to be announced at mandatory training for sub-awardees on March 30th.
